Odum put forward the concept of energy value analysis, which can unify the measurement of the contribution of each component of regional eco-economic development.In this reseach, the urban eco economic system of Kunming city is selected as the research object, By Anticipation the structure of urban eco-economic system and protraction urban eco economic system emergy structure diagram, determination of the index of energy and other research steps to make a quantitative judgment on the health degree of the urban eco economic system in Kunming.On the basis of summarizing and analyzing the development law of urban eco-economic system in Kunming city, use scenario analysis to forecast development method of Kunming city in "13th Five-Year". Clarify the problems existing in the current situation, and put forward the specific control objectives.And then based on the control objectives, put forward to optimize the energy structure, improve the system energy efficiency, increase the external energy input, increase the system energy output, control system population size and other countermeasures.At last use scenario analysis to forecast development method of Kunming city,to measure the effectiveness of countermeasures.In this paper, the problem of urban eco-economic system in Kunming city is studied and analyzed from the point of view of energy value, according to the development target of Kunming city in 13th Five-Year the city of ecological economic system optimization measures, Provide some reference for the development of Kunming in "13th Five-Year".
