Today, "big city disease" has risen to a national strategy. Among them, the city and its traffic congestion, energy consumption and pollution of urban life, becoming the focus of the community is eager to improve.Government and academia in order to solve traffic congestion had a lot of schemes. However, due to the transfer of social hot spots, in addition to the problem of traffic congestion, pollution caused by energy consumption has recently been frequently mentioned. Existing programs due to a lack of structural data and dynamic policy simulation system, those schemes cannot form a targeted policy for energy pollution.The study relies on Beijing Finance project at Beijing Institute of Science and Technology.And various academic institutions that cooperate in order to solve the problem of pollution of urban transportation energy consumption, provides a good framework and programs.In this research, dynamic analysis model was constructed based on Beijing urban energy consumption structure data, and quantitative analysis of socio-economic development, residents travel structural change, the government’s macroeconomic policy measures on energy consumption and large urban passenger transport affect emissions. Both provide a basis for improving the effectiveness of quantitative macroeconomic policies, but also to provide a tool to simulate policy scenarios.We found that existing statistical data model cannot supply structured data to support tragedy planning. So we use a structural split method to split the statistical data to a reasonable size. And in order to reflect the impact of road speed, we take a repair SCF factor into consideration.Studies suggest that to develop public transport, especially rail transport, limit the growth rate of private cars and enterprises cars will have a significant affection for energy and emissions; the same time, updating passenger transportation energy consumption structure, and actively promote the upgrading of new energy vehicles, will also significantly reduce pollutant emissions and energy consumption.
