With the Increasingly fierce competition in the market, in order to ensure that the enterprise to obtain the power of sustained success, business leaders of the organization development and change the attention of the continuous improvement. The establishment of learning organization is an effective way to stimulate the potential of enterprises and employees to ensure the sustainable development of enterprises. This view has been widely recognized in the practice of enterprises.A Power Supply Bureau is a national large II type power supply enterprises. In this paper, the A Power Supply Bureau will be as the research object. Using literature analysis method and interview method, to understand present situation about establishing the learning organization of A Power Supply Bureau, in-depth analysis of the problems existing in the process of creation, embodied as:no clear and reasonable to create goals, no clear responsibility system, no clear learning methods and tools, no scientific evaluation index system, no effective promotion and security mechanism, the education and training work only a mere formality. How to solve the six problem is the main problem of A Power Supply Bureau will further promote establishing the learning organization faces.The purpose of this study is to promote the learning organization establishment program of the A Power Supply Bureau, in order to develop the enterprise human resources and provide the guarantee for the healthy development of enterprise. To achieve the purpose of optimization must be targeted to solve the problems mentioned above. Through the study of related theories, draw experience and overall consideration, to clear up the optimization ideas, on A Power Supply Bureau of learning type organization create programs and to conduct a comprehensive optimization, and A Power Supply Bureau in learning organizations to create a optimization scheme after the basic methods and results are briefly introduced.This study focuses on linking theory with reality, the learning organization theory research and development of the enterprise strategic analysis as a starting point, to A Power Supply Bureau from creating a goal, the division of responsibilities, training management, learning, security mechanism and evaluation system of six point of scheme optimization. Among them, in the development of the evaluation system, invited experts determine the impact of learning type organization evaluation management and the influencing factors, using expert scoring method and analytic hierarchy process of the learning organization evaluation index weights were determined one by one, in a certain extent, reflects the importance of the subject. In the implementation process, using the comparative analysis method, summarizes some achievements after the optimization of the learning organization. Practice shows that the learning organization is a complicated system engineering, only through continuous exploration, practice and improvement can make great progress.
