With development of the Times, the improvement of science and technology and the rapid of the accumulation and renewal of knowledge, the extent of economic integration is more and more widely. Of course, the main body of economic activities performs more and more different. Because of the lack of management and the appearance of new condition, it is so important to build an organization that can adapt the changes of economic environment and the overall development of learning organization. It is a new question of economic development and also a new challenge to the sustainable development of the global economy.The international experts and scholars are quite concerned about setting up the learning organizations. Professor of Buddhism who worked at the University of Massachusetts in the United States is the first person to propose the concept of the learning organizations. He proposed in the new design of enterprises, the tomorrow of the formal of business organization is systemic and open, the relationship of members is working partners but not the owner-member relationship in traditional meaning. The working partners can achieve a better status through learning constantly to adjust the organization structures. The theory has been recognized and implemented by the global top 500 enterprises, it is beneficial for the development of enterprises. In this case, a lot of government forganizations have begun to transform their own learning environment. It is a quite meaningful topic.The article main researches City W Industrial and Commercial Bureaue. we found that the environment of City W Industrial and Commercial Bureaue is lifeless,the staffs could not learn on their own. They lack a whole training mechanism and the specialized skills. They have no perfect excitation mechanism, enough learning dynamics and the enthusiasm to participate. There are some problems such as not-effective communication, Low office efficiency and low office efficiency sometimes. The article offers a proposal to combine of theory and practice.It proofs that it is integrant to development a learning industrial and commercial bureaue for raising the quality of the law enforcement teams. It is also the requirement for building the impartial and honest learning law enforcement team. The author hopes this article will be some help for building a learning industrial and commercial bureau and enhancing administrative function of the organization.
