Study On The Governance Of Farmer’s Professional Cooperatives Based On The Enterprise Theory

Due to the inherent system drawbacks of the family-contract responsibility system, it makes continuous innovation with the social changes with new cooperation mode being generated- farmers’ professional cooperative. This new business model has overcome the fundamental problem between the farmers and the market, which can not only resolve the limitations of family-contract responsibility system, but also accelerate the process of agricultural industrialization. The speed up the land transfer and acceleration of the urbanization are an important form of organization to realize agricultural professional management as well as the most effective means to accelerate the agricultural industrialization process and solve the problems of "the increased farmers’income, increased agricultural income and rural stability". The continuous implementation and expansion of farmers’ professional cooperative can comprehensively promote the progress of modern agriculture and the overall enhancement of the peasants’ lives, which has key effect on the change of the rural industry. It plays a leading role in promoting the construction of new socialist countryside.The cornerstone of ensuring the development of farmers’ professional cooperative are:preventing the situation of free riding, entrusted relations, the pledge system of cooperative members and the appointment of supervisors are analyzed, settled and solved comprehensively. From the perspective of the modern enterprise system, the farmer professional cooperative and the company’s governance are compared and analyzed. Then it selects four professional farmers’ cooperatives in Jianshui county of Yunnan province for investigation with part of the cooperative management personnel and competent department superior to the farmer’s cooperatives being selected for interview. It also investigates the current operating situation in Jianshui county farmers’ cooperative. By adopting the theoretical construction and practical investigation of the system, it puts forward the path to the reconstruction of the new cooperative management system with those new means and strategies of vigorously developing joint-stock cooperatives, strengthening the internal incentive mechanism, the council democratic decision-making taking the place of the democratic decision-making of members in the cooperative and improvement of supervision system of cooperatives being promoted as well.
