Performance management as an organizational strategy implementation of effective means,to promote the continuous improvement of employee performance,help promote management level of organization and achieve organization’s strategic objectives plays a vital role.Local railways as an important force in local transportation, as the extension of national railways and extension, in promoting the regional economic development plays an important role in the process. Performance management as a management system is an important part of local railway system, scientific and reasonable performance management system is to realize the rail system transformation, promote the development of market economy, set up in line with market rules of the inevitable requirement of modern management system, was the key to promote the competitiveness of the railway system market.This paper first on China’s railway system performance management related theory and concepts defined and expounded, provides the theoretical support for the subsequent research; Second, with S city railway as the research object, analyzes the present situation of performance management, it is concluded that the following deficiencies:science has not been formed, the perfect target management system, lack of a clear orientation to the appraisal purpose, the lack of transparency in the management of performance appraisal, the lack of necessary communication between higher and lower, too much emphasis on team performance, and ignore the individual performance, did not carry out scientific and reasonable position analysis, low correlation with employee career management, the lack of effective communication feedback mechanism and assessment results failed to timely feedback, the assessment results is not fully applied such outstanding problems; Again, draw lessons from the domestic lenovo group and the successful experience of overseas MOTOROLA in the aspect of performance management, it is concluded that the performance management of railway system, namely the clear the status of performance management in the organization and management, and for accurate positioning, strengthen management, standardize the responsibility authority, improve the system of performance management, improve the employee performance evaluation mechanism, as far as possible when making performance evaluation indicators achieve quantitative, but don’t have to be picky, emphasize the important role of communication in the whole process of performance management, performance management is indispensable to the participation of all staff, improve staff exit mechanism and leave system and salary distribution system reform, the implementation of performance-related pay. Finally aiming at the problems in the early, in the performance plans, performance implementation, performance evaluation and performance feedback improvement is proposed to further improve the measures of railway system performance management.
