Along with the coming of the knowledge economy and globalization, people as a resource becomes the key factor to improve the performance of a company. Each company must have excellent human resource and effective human resource management. The foreign companies have gained quiet great progress in the study field of strategic human resource about both theory and practice. However, the study of strategic human resource by internal companies has begin just now, eapecially as the railway companies restricted by the railway system and disfigurement of state company. It is more and more strict to the railway companies along with the deveiopment of the span railway. So that in order to promote the railway company, the contribution of human resource strategim must be brought into effeft as soon as possible.First of all, the paper introduces theories interrelated human resource strategim, reviews the progress course and theory basic, defines the definition and type of huamn resource strategim, and analyses the relation between resource strategim and enterprise strategim, organization design and enterprise circumstance. Whereafter, the paper opens out of the opportunity and threateness brought by circumstance change on the base of analyse about extermal circumstance of the China Railway Eighth Groupe (ab. CR8EG following). And then the paper analyses the intestine circumstance such as general situation, organization structure, station management, reward management, human resource structure, requirement change and so on. In the end, this paper establishes the human resource stratigem for CR8EG according to the demand of its future development stratagem, expatiates the implementing cource of the human resource stratagem, including of organization structure redesignation, employee education mechanism foudation, reward and performance management amending, and the discussion about problem in actualization course of the human resource stratagem.
