Food is the most important substance for our living and development. Its safety bearing on the health of people, economic development and social harmony, and it’s an important indicator for a country to measure the levels of people’s life quality and social management. Since Reform and Opening up, people’s living standards are gradually improved with the development of economy. So citizens pay more and more attention to the quality and safety of food. However, it is incompatible with the frequent occurrence of food safety problems. Melamine milk powder, Illegal cooking oil, Lean meat powder etc. These names are greatly against the confidence of people in China’s food safety.As a big problem relating to the national economy and the people’s livelihood, food safety has been the focus of government and civil society in China. The supervision and governance of food safety have gradually developed from nothing. However, the traditional mode of food safety governance cannot solve the problem, the effect on food safety governance is poor, and food safety problems are also endless in China. With the coming of Mobile Internet era, the construction of Smart City, Smart Government is the core, becomes very popular. Big data, Cloud computing, Networking and other new information technologies are widely used in governance. These technologies provide new tools and paths for the governance of public affairs. In this context, this study attempts to use the new information technologies to solve the problem of food safety governance. Under the construction tide of Smart Government and the guidance of Polycentric governance, adopting a polycentric food safety governance mode to solve the problems in food safety and protect the safety of food in China.This study can be divided into six parts:First part, Introduction, mainly elaborates the research background, research significance, research ideas, research framework, research methods, review of researches on food safety governance, the feasibility and possible innovation of this study. The related concepts of food safety governance and related theory of this study will be explained in second part. The third and fourth parts analyze the historical evolution of food safety governance, finding food safety incident cases in network platform, exploring the current situation of food safety governance in China, and according to it, discovering the problems and its reasons of food safety governance. The fifth part analyzes the food safety governance experience of developed countries to provide guidance for our food safety governance. Finally, according to the current situation, problems and its causes of food safety governance, under the background of Smart Government building and the guidance of Polycentric governance theory, think deeply polycentric governance way of food safety in China.Possible innovations of this study is mainly reflected in three aspects:Firstly, the innovation of research perspective, in the era of Big Data and Mobile Internet, in the construction background of Smart City and Smart Government, this study explore how to use the new information technologies solve the problem of food safety governance. Secondly, the innovation of research method, this study synthetically use case analysis method and content analysis method, collecting food safety incident cases occurred in recent years, to deeply explore the problem and the cause of food safety governance in China. Finally, the innovation of solutions, under the guidance of Polycentric governance, this study want to solve the problem by taking a multicenter governance mode, and thinking the feasibility of using the new information technology in food safety governance, so as to effectively solve the problems of food safety and truly realize food safety in China.
