The development of private enterprises, also cannot progress without talents development and construction talent team. Along with the continuous development of science and technology, science and technology innovation has become the lifeblood of many enterprises. While research and development personnel are the pioneers of enterprises’ technology innovation. It can be said that the quality of R&D team directly determines the development potential of an enterprise, even directly decides the realization of an enterprise’s strategic targets. With the continuous development of market economy, and the enlargement of enterprise scale, many private enterprises are in different stages of transition, in which private enterprises not only have an increasing demand for R&D personnel, but also ask for higher requirement on the ability of them. Today, however, many private enterprises in transition have not found effective ways in fostering R&D staff, thus causing huge loss of R&D personnel. The shortage of R&D personnel will seriously hinder the progress of such enterprises. Therefore, how to establish their own research and development team reasonably and scientifically is especially important for private enterprises in transition.How to effectively solve the construction problem of R&D team in private enterprise during transition period? The key point is to establish a set of scientific mechanism, so as to guide those private enterprises to build an R&D team that truly belongs to them, to improve enterprise R&D ability and enhance enterprise competitiveness. Therefore, this paper, in accordance with the research idea "problem analysis - model building - solution design", has carried out a thorough research for the construction of R&D team in private enterprise during transition period, and finally designs a systematical solution for the construction of R&D team.The focuses of this paper mainly include the following three modules:Firstly, analyzing the construction problem of R&D team. It mainly analyzes the main characteristics of R&D staff, management status and problems of private enterprises in transition, to lay a good foundation for later study; Secondly, building an evaluation model of development potential on R&D staff. With comprehensive analysis of key factors affecting the development of R&D staff, it establishes a scientific evaluation model of development potential on R&D personnel by using the entropy weight method and the multistage fuzzy evaluation method. The paper takes the R&D personnel of HNDZ Company as the empirical research objects, fully demonstrating the scientificity, rationality and feasibility of the scheme, which provides scientific management tools for better implementation of person- post matching. What’s more, it provides solid model basis for the solution design of R&D staff team construction; Thirdly, designing solution to the construction of R&D personnel team. Based on the problem analysis and development potential evaluation model of R&D staff team construction, the design mainly focuses on the systematical construction solution "design post sequence - evaluate development potential - create talent team - standardize salary performance". The systematical management scheme can effectively solve the construction problem of R&D team of private enterprises during the transition period. At the same time, it is also expected to have certain reference significance for the staff management of other enterprises. |
