Since entering the new century, resource constraints have been intensified andsocial contradictions have been exacerbated. Ecological civilization and sustainabledevelopment become an important strategy of well-off society construction. Ruralinfrastructure as the first capital in rural economic development hassignificant leading effects in improving rural construction and development. Thesustainable development of rural infrastructure is the main content and specific methodto promote rural ecological civilization and sustainable development. With thepromoting of New Urbanization, rural infrastructures have a great potential insustainable development. It is essential to study the sustainable development potentialof rural infrastructures construction to analyze the development condition,formulate stage goals of sustainable development. The paper studies the sustainabledevelopment potentials of rural infrastructures to analysis the development status andmeasure potentials of rural infrastructures objectively and provides reliable bases formaking the development goal and strategies of rural infrastructure.On the basis of field research, the paper studies the sustainable potential of ruralinfrastructures from the macroscopic and microcosmic views and analyzes potentials ofresource utilization, environmental protection and economic development of ruralinfrastructure projects qualitatively and quantitatively. Furthermore, one ruralinfrastructure project of Shaanxi province is taken as an example for empiricalresearch. The main content is as follows:1. Based on the field research, rural infrastructures construction status in China issummarized and the investigation of rural infrastructure constructions in southernShaanxi, northern Shaanxi and Guanzhong region are introduced. And then, onecarbon footprint model is established to analysis the developing condition of rural infrastructure projects from ecological compensation view.2. By analyzing resource utilization status of rural infrastructure construction andcomparing the resource use sustainable patterns with traditional patterns, the potentialof sustainable resource use in rural infrastructure projects is studied and measured basedon the resources productivity index and MIPS method.3. Environmental protection potential of rural infrastructure construction isexcavated from materials, technologies and management by analyzing status ofenvironmental protection and energy conservation. Through life-time energy analysis,the target of energy per10000Yuan output is taken to measure environmental protectionpotential of rural infrastructure projects.4. According to the economic attributes of rural infrastructure projects, theinvestment returns of rural infrastructure projects are analyzed considering both directand indirect effect. Error correction model is used to analyze the mathematicalrelationship of rural infrastructure investment and effect indexes, and then theinvestment efficiency are used as indicator to measure the economic developmentpotential of rural infrastructure projects.5. Based on studies above, an integrated evaluation index system of ruralinfrastructure projects’ sustainable potentials is built through literature research andexperts consultation. Combined with the Extension theory, the comprehensiveevaluation model is established, which provides a scientific support for measuringsustainable development potentials of rural infrastructure projects.6. The resource utilization potential, environmental protection potential andeconomic development potential of a rural road project in Shaanxi are evaluated and theestablished indicator system and evaluation model are applied to assess its sustainabledevelopment potential. The evaluation procedure and result of the project stronglyverified the validity of the proposed theory and model, which can provide reference forsimilar projects’ construction and evaluation.
