In last three decades, the well development momentum of international engineering contracting business has achieved a diversified development in major overseas markets. With the continuous advancing of "the Belt and Road Initiative", the international engineering contractors in China will further accelerate the "going out" in the future, and occupy an important position in the international engineering contracting market. International engineering contracting has become a backbone to build the community of interests, the fate of the community and community responsibility for China and countries along the route, which rely on the existing bilateral and multilateral mechanisms and regional cooperation platform, developed economic partnerships with countries along actively. However, in the process of explore overseas markets, our international engineering contractors have to face the diverse and complex market environment, where has large differences between environmental factors and outstanding volatility issues. The market conditions would have a greater impact on the development of international engineering contractors. To realize the self-sustainable growth of contractors, the elements of the environment need to be considered to formulate effective market selection strategy for different markets.Therefore, the enterprise ecology theory was introduced into the study of growth issues of international engineering contractors, and a new concept of "habitat selection" was put forward. In this paper, international engineering contracting markets divided by country are regarded as different enterprise habitats, which can help international contractors grasp complex and volatile international market environment from a new perspective. So international contractors can make good choice from a series of habitats to survive and develop in more suitable habitats and make effective habitat strategies. First, combined the characteristics of natural ecosystem and international engineering contracting business, an habitats model of international engineering contracting business was established from the pointof view of enterprise ecosystem. The model comprehensively covers all kinds of market factors related to international project contracting. Functional analysis was put forword from "climate module (market macro-environment)", "soil module (value chain of international project contracting and development power)" and "bio-module (market related parties)" three aspects. Secondly, the recognition of international engineering contracting various types of habitat ecological factors and indicators helps to reflect the reality of the state ecological factors, and the single factor evaluation referrence system of internationgal contracting habitat was established. Based on the theory of habitat suitability evaluation, the judgment on the habitat comfort of international engineering contracting was formulated through three fuzzy comprehensive evaluation. In this process, a new adjustment coefficient called "developmental quotient" is put forward to reflect the trend of the future development of habitat factors. Finally, based on the characteristics of the results of fuzzy comprehensive evaluation of the habitat, seven standard habitat models were proposed, including favorable habitat, risky habitat, restricted habitat, competitive habitat, mature habitat, barrier habitat and unfavorable habitat. The strategy system of habitat selection based on seven kinds of standard habitat models was built, and trait based habitat strategy was proposed according to internnational contractors’ own characteristics. Different habitats can be correspond to different standard habitat models through fuzzy pattern recognition, and the impact on habitat comfort issue would be targeted addressed referring to the second stage fuzzycomprehensive evaluation, which would help international contractors to make accurate market choices, and achieve sustainable growth.
