With the successful completion of the south-to-north water transfer project, construction process of the inter-basin water transfer project is greatly accelerated. But as the number and the scale of inter-basin water transfer project expanding gradually, its negative influence has been gradually highlighted, among which the ecological environment influence, social influence and economic costs are the most prominent. According to the layout characteristics of the inter-basin water transfer project, project construction need to requisition a lot of land for permanent and temporary in water source area, along water conveyance line the route, and in the intake area, In addition, the construction will cause great destruction to existing infrastructure, irrigation and drainage system, natural catchment channels, and bad impact on the local social stability. Therefore, social stability risk assessment of the land requisition process of inter-basin water transfer project in the feasibility study stage is necessary.Based on the extensive investigation and summarizing domestic and foreign literature, this paper first puts forward the meaning and characteristic of inter-basin water transfer project and thinks that the inter-basin water transfer project has characteristics of significant irreplaceability, fierce competition and unfairness. These characteristics cause land requisition process of the inter-basin water transfer project has strong social stability risks. Secondly, the paper expounds the connotation of the social stability risk of land requisition process and thinks that the land requisition process mainly shows five characteristics such as uniqueness of the main body, mandatory, public welfare, compensatory, restrictive. The social stability risk mainly includes risks of credibility, social negative impact and the public emergency, and presents significant mutation features.According to the characteristics of the land expropriation process of inter-basin water transfer, this paper constructs a social stability risk evaluation index system, including land planning and approval procedures, land expropriation, technical and economic, ecological environment, land use and management, social environment and public opinion, a total of 31 risk factors in six categories. This article uses the risk matrix method, mutation series methods to evaluate the comprehensive risk level of the whole process of the requisition of land and constructs the social stability risk comprehensive evaluation model of land requisition system.Finally, this article selects water diversion project from Changjiang River to Huaihe River as an example, and successively carry on the preliminary identification of risk factors, risk survey, single risk factor rating, the comprehensive risk evaluation. The evaluation result is 0.7943 and the risk level is "high". Immediate measures must be taken to guard against and dissolve the risk. Then, according to the similar engineering experience and field investigation, this article puts forward four categories of suggestions and measures for the risk. And on the basis of the risk prevention and resolving measures, this paper again carry a comprehensive risk evaluation. The evaluation result is 0.5623 and the risk level is "medium". Examples of the evaluation results further proved the reliability and practicability of the method and the evaluation model in this paper.
