According to situation of research and undertaking of the domestic and foreign cross basins diversion projects, study further is attempted in this article. Mainly studies as follows:The cross-basin diversion project has the four characteristics: natural monopoly, multi-objectives, synthesis benefits and public goods. So it cannot enable the project to achieve the anticipated target depending on the government regulation alone or purely using the market mechanism. The cross-basin diversion project's highly effective movement must implement the government regulation and the market mechanism dual movement mechanism.Compare the characteristics of Supply Chain of diversion project, it is feasible to apply the Supply Chain management to cross-basin diversion project, and will surpass traditional the operation way. Analysis the characteristics of supply chain of cross-basin diversion project, and design the Supply Chain structure drawing. Analyse the relationship and boundary among waterhead enterprise, chief water supply enterprise and province halted enterprise. To ensure the fluency of the supply chain's material stream and information stream, it is necessary to study on share of information mechanism and coordination mechanism. The Supply Chain of diversion project's fund stream mainly means water price's formulation and its execution.Carry on the comparative analysis to the existing water resources fixed price method. It will be more clear to analysis the price constitution from the water supply corporation angle. Focus on water resource expenses and environment expenses. Finally we can confirm water price by the principle of plus cost, fee, benefit and tax. In the implementation process, several problems are discussed: using two-fold water price, collecting water resource expenses, and the quantity of supplying agriculture water and zoology water.
