Under the environment of rapid economic development in China, energy attracts high attention of Chinese government as the foundation and driving force for economic growth of China. Under the current circumstances, the shortage of primary energy and environmental pollution has seriously hindered the development of economy, new energy has important function of promoting environmental protection and bright prospect as the supplement of traditional energy. Among them, wind and solar power generation has become a research hotspot in the field of new energy because of the characteristics of clean, widely distributed and easy to use. China has abundant wind energy and solar energy resources, wind power and solar power is under rapid development in support of national policy and the investment enthusiasm of wind and solar power generation project is in a unprecedented upsurge all over the country.The research of wind and solar power generation project investment is currently focused on single project investment, the problem of wind and solar power generation programme investment will become the focus of research issues with the rapid development of wind power and solar power. Wind and solar power generation programme has the characteristics of large investment and long payback period of investment, when it comes to wind and solar power generation programme investment, we should take its power generation characteristics and mutual influence relationship between projects comprehensively into account and build a systemic decision system.This thesis proposes the necessity of wind and solar power generation programme investment decision based on the internal interaction between projects through comprehensive analysis about the researches of wind and solar power generation project investment decision around the world. Firstly, it summarizes investment characteristics of wind and solar power generation project through data collection and industry characteristics. Then, it constructs the index system of wind and solar power generation programme investment decision based on scientific and systematic principles and reducts it with rough set theory to remove redundant information, the four decision indicators such as installed capacity, electric energy quality, difference of electric system load between peak and valley value and the total investment cost are obtained. As programme investment and single project investment have essential distinction and there are the difference and interaction between projects, this thesis classifies the internal interactions between projects and makes a depth analysis into the internal interactions between projects based on decision indicators combining with the industry characteristics. In order to solve the problem of wind and solar power generation programme investment decision, it transforms the internal interactions between projects into objective function and constraint conditions with Choquet integral and builds a model of wind and solar power generation programme investment decision, then verifies the science and operability of it with an example.This thesis combines case analysis with theoretical research while taking industry characteristics and internal interactions between projects into account comprehensively, carries out a detailed study about wind and solar power generation programme investment decision in China and establishes the corresponding model, it has important guiding significance to the investment decision of wind and solar power generation programme in China.
