Benefit from the continuous progress of wind power technology and the government's support, China's wind power industry has achieved rapid development. By the end of 2015, China's total wind power capacity installed has reached 128 million kilowatts, ranking first in the world. Now the state is formulating the wind power "Thirteen Five" plan, aiming initially for at least 23 million kilowatts of additional installed capacity annually, and bringing a rare opportunity for china's wind power industry developmentas one of the large-scale integrated energy generation power group, HD will turn its full to develop wind power, to meeting the national policy of limiting fossil energy development and supporting renewable energy development. However, the wind powers planned by "Thirteen Five" are mainly distributed in the eastern and southern regions, which is in complex geological conditions, need high cost, and increase the risk of wind power investment. In order to conduct a comprehensive assessment for these proposed wind power projects, this paper is to establish a comprehensive and scientific investment decision evaluation system on the basis of the management science theories.As we all know, the key to control the cost of a project is in the investment decision-making stage, and the key to control a project risk relys on pre-control. Therefore, the accuracy of the assessment of the project investment decision largely determines the economics of the project. In order to establish a scientific and rational wind decisions Evaluation System, this paper viewed a large number of relevant literatures, visited associated personnel, conducted a questionnaire survey and considered the national energy development strategy and the HD generation enterprise's actual development needs. The evaluation indicator weight is mainly determined by the experts scoring to the importance of assessment indicators on the questionnaire. In the end, relevant case is used to verify the above evaluation system.The practical case verification instructed that the wind power investment decision evaluation system this paper proposed was scientific and rational. It is benefit for HD power enterprises to conduct a comprehensive overall assessment on the condition of changeable wind power policy and complex wind farm construction, etc. It also can avoid the project risk, make investment decisions more scientific, standardized and procedures, and avoid bad investment decisions by human factors.
