In recent years, coal occupies the dominant position in energy structure. The state vigorously promotes new energy, but the proportion is still too small, the severe energy form has brought the serious environmental pollution problems. The rapid development of renewable energy offers the chance to solve the energy crisis and environmental problems. Wind energy as a renewable energy exists in various areas. It has received the unprecedented attention because of its clean, non-polluting, renewable characteristics. Chinese wind energy resources are rich and widely distributed, wind power market has huge potential. Due to the complexity, high technical requirements, long construction period and large investment of wind power project construction, it is likely to be encountered all kinds of problems. In this paper, through a comprehensive analysis of wind power projects, the indicator system of a comprehensive risk evaluation has been built which provides the reference for the government to set policy and for the project investment decision makers to invest.Firstly, this article begins from the recognition of project risk, then carefully analyzes project risk from policy, economy, management, technology, market and natural, determines the risk factors, and builds wind power project risk evaluation indicator system following certain principles of selecting indexes. Secondly, we use the analytic hierarchy process and mean square error method to determine the index weight. Finally, wind power project risk evaluation model is built based on grey clustering trigonometric function, which uses to determine the risk level of wind power projects. And put forward the wind power project risk control measures according to the results of the risk assessment.This article selects H wind power projects as examples to explore the effectiveness of the wind power project risk evaluation model. The subjective and objective comprehensive integration method is used to calculate index weight, and then, using the comprehensive evaluation model to calculate the project’s overall risk level. We found that the project is in the "low risk", but is close to the "medium risk". Finally, we calculated risk grade of each criterion layer index, finding economic risk, market risk, policy risk and risk management in the "medium risk", the natural risk and technology risk was "low risk". According to the evaluation results, starting from the actual situation of H wind power projects, natural, economic, market, technology, policy and management risk control measures are put forward.
