In recent years, the energy crisis broke out in the world. The traditional fuel energy gradually reduced, and the environmental pollution caused by the use of traditional fossil fuel energy became increasingly prominent. In order to solve the problem of energy scarcity and environment pollution, renewable energy has become the focus of global attention, people hope that renewable energy can change the energy structure of traditional energy, promote industrial upgrading, achieve a "win-win" result between economic development and environmental protection. Ther-efore photovoltaic power generation as a new energy industry is a kind of clean renewable, began to receive widespread attention in the world today. Based on the research of the status of photovoltaic power generation industry as well as the project risk evaluation research trends at home and abroad, under the guidance of the related theory of project risk assessment, and combined with the typical characteristics of photovoltaic power generation projects in China, the paper builds an investment decision model of photovoltaic power generation project based on integrated risk assessment, and finally combined with the actual situation of photovoltaic power generation projects, makes an empirical analysis on this model.The paper firstly describes the related theorists of project risk assessment and investment decision, including risk theory, project risk assessment theory and. investment decision theory. Secondly, it introduces the typical characteristics of photovoltaic power generation projects in China, on the basis of scientific, comprehensive, comparable, independence, qualitative and quantitative index selection principles, and considering all kinds of risk factors of photovoltaic power generation project, it selects and interprets indexes from six aspects of policy risk, economic risk, market risk, technology risk, natural risk and operational risk, and constructs a set of integrated risk assessment index system of photovoltaic power generation project. Then, it briefly introduces the grey relational analysis and TOPSIS method, and establishes an investment decision model of photovoltaic power generation project based on integrated risk assessment. The grey correlation degree can reflect the similarity between data curve change and curve geometry,while the distance scale of the TOPSIS method can reflect the relationship of project data in the curve position. Combined with The grey correlation degree and TOPSIS method, the model can reflect the proximity in shape and position between the project and the ideal solution, helping the decision-maker make investment decision. Finally, combined with the actual situation of a number of photovoltaic power generation projects, it makes an empirical analysis on this model, to prove the science and practicability of the proposed investment decision model of photovoltaic power generation project based on integrated risk assessment.The result shows that the investment decision model has a certain theoretical and practical significance.
