Software outsourcing, which showing a good momentum of sustained development in recent years, is an important part of the global software industry. As the strategic cooperation between large international corporations and domestic software outsourcing enterprises becomes deeper, China’s software outsourcing industry has been developed rapidly. In the process of industry development, the software outsourcing model is also in constant change, from offshore outsourcing to "local and offshore" outsourcing, and then to "seamless integration" model. These rapid changes of outsourcing model bring new challenge on software outsourcing enterprises. Software outsourcing enterprises should seize the opportunity, improve the competition ability and their own status in the value chain. And the software outsourcing enterprises should adapt to changes in the market and make strategic transformation.This has a positive meaning to optimizing the industrial structure in our country and promote the industry’s international standing.By the analysis of the status quo of China’s software outsourcing industry in this paper, we find the common problems and management difficulties that the industry is facing at present and make clear of the industry background of strategic transformation and the urgency of transformation in software outsourcing enterprises; Secondly, from the external and internal perspective of enterprises, this paper uses the value chain model, the Potter five forces model and SWOT analysis to analyze the necessity and feasibility of the strategic transformation in software outsourcing enterprises; And then combined with the business practice of Legendsoft Software Co., Ltd, it analyzes the company’s business situation and the position of value chain, and uses QSPM quantitative strategic analysis tools. It aslo studies the Legend Software company’s strategic transformation scheme, makes the conclusion of the strategic transformation target "innovation-coalition partners" of Legend Software, and establishs implementation approaches of the three sub-strategies, including business strategy, product strategy and function strategy. Finally, based on the strategic transformation practice of the representative typical outsourcing enterprise, it puts forward three types of cooperation models in software outsourcing enterprises, which conclude "cost-trading partners", "competition-strategic partners", and "innovation-coalition partners". This paper also combines the software outsourcing industry value chain with the three kinds of outsourcing cooperation modes and proposes the strategic transformation path for software outsourcing enterprises, which provides valuable reference opinions and experience for the strategic transformation of other software outsourcing enterprises.
