Electric power industry is the lifeblood of a country’s economic development. Since the reform and opening up, China has made a lot of strong policies to promote the development of electric power industry, and has made many remarkable achievements in the development of electric power industry. It has laid a good foundation for promoting national economic development. Now, the government in order to better promote stable development of the electric power industry, began as a core content of the market-oriented reform of electric power industry, thermal power industry under the background of the times if you want to have enough of the core competitiveness of the market, you must to through perfect risk pre control system to strengthen their management level, reduce the occurrence of risk events to business and industry to bring losses, the better to coordinate the contradiction between good thermal power enterprises operating profit and production risk. Therefore, it has important practical significance to study on risk factors and control of electric power production method. Float with a market price of energy market, for thermal power enterprise risk pre control status began continuous landscape interlaced, thermal power enterprise production links in involved a wide range, all kinds of production risk is independent of each other, and connected with each other can said thermal power enterprises are facing the risk of production are complex. Compared with the electric power supply enterprises and thermal power enterprises as a power generation business risk source has diversity and complexity, only to do a good job risk pre control can work from the source to eliminate, transfer and control the production risk, avoid to affect the healthy development of power plants.This paper based on risk pre control and risk management based on the theory, combined with the thermal power industry production risk types, causes and characteristics, the thermal power industry production of the risk of pre control to detail, will produce risk assessment, production risk identification and production of the risk of pre control as the key content. First of all, the current status of China’s thermal power industry, control the development of risk are briefly described, and the existing problems in the risk control are introduced; secondly, basic types, production risk of China’s thermal power industry are analyzed, and find out the fire power system in the production process of the risk source, respectively from the angle of human factors, equipment factors and management factors on the study; thirdly, combining with the operation status of Hequ power plant risk evaluation mechanism, risk control mechanism on enterprise operation status, and combined with examples to analyze the concrete problems existing in the risk; finally, according to the specific problems of the above research results and the risk of thermal power enterprises in domestic thermal power industry, combined with the future trend of the overall development, establish and implement some effective ideas to further improve the risk control system of thermal power production, help and guidance of China’s thermal power industry to further improve the construction risk control system. This paper aims to guide China’s thermal power enterprises can build a more perfect risk pre control system by the research of thermal power industry production risk and the risk of pre control method, and through the optimization for the production of a variety of risk management and prevention and control technology, to further improve the thermal power industry overall risk pre control level, make sure that the power industry can provide important basis for security in order to promote the healthy development of China’s national economy, to promote our social areas to achieve the strategic objectives of sustainable development has important significance.
