Under the background of internet plus energy. The application of latest application of information technology become more and more generally, such as the application of cloud computing, the internet and the internet of things. Until now. The traditional electric enterprises are facing various aspects of challenges, like the construction of IT, IT operation and maintenance organization operation, IT operation and maintenance process, IT security challenges. In this paper. We summarizes the domestic and foreign scholars research on operation and maintenance management mode of electrical information system, Analysis the problems of electrical information system management and maintenance carefully and carding the specific needs. At the same time, combined with the international standard of service management of the ITIL infrastructure library, we design a new IT operation and maintenance management system for an electric enterprise. The main contents include the following aspects:First of all, in the "Internet plus" background, this paper puts forward ITIL applying in electric power management information system. On the basis of deeply analyzing the research status quo of the management mode of electric power information system, and the "Internet plus" background, the information system operation and maintenance in power enterprise has problems and will have to face three major development trends. But ITIL can effectively solve various problems of information system operation and maintenance management in the power enterprise, so that can help enterprises develop a reasonable development plan, based on the detailed analysis of the basic theory and characteristics of ITIL. And then, This paper studies the advantages of Mocha ITIL Best Practices in the implementation of electric power enterprises. In this paper, it analyzes deeply the necessity of electric power enterprises adopting the ITIL, which finding the advantages of ITIL in the information system operation and maintenance management, and discovers the method of Mocha ITIL Best Practices, summarizes its character and advantage. This paper combines the core idea with the general design of the operation and maintenance management mode of a power company. Finally, an innovative operation and maintenance management model based on Mocha ITIL Best Practices is constructed. In a detailed analysis of key processes about maintenance management innovation management mode in a power company information system, and taking advantages of Mocha ITIL Best Practices, it can enhance the efficiency of maintenance and management of the power company through the four major stages, which including accident management, problem management, change management and release management.This paper adopts the combinational method of theoretical analysis and practical application, studies deeply the effectiveness of the new operation and maintenance management mode in the electric power company information system operation, and then finds that Mocha ITIL Best Practices can comprehensively improve the efficiency of the operation and maintenance management of the power company, through the implementation of the new IT operation and maintenance management system, which including four major stages. This method that this paper used can enhance the efficiency of maintenance and management, and guarantee the reliability and sustainability of the company’s information service quality.
