The Practical Analysis On Collective Forestry Reform In To Solve Problems Left Over By History

Since the reform and opening, the forestry of our country has made great progress. However, with the development of the market economy, the profound problems of forestry development become increasingly obvious, which restrict the development of forestry and the huge potential of forestry has not been fully exerted. Therefore, the key link of reforming collective forestry right system is to solve the problems left over by history. The problems have a long-standing history, which have undergone several reforms regardless of the ineffective results. The reform of collective forestry right system will be difficult to propel smoothly without excellent resolution of the problems. The reform will be half-cooked rice without expected reform goal and achievement. Facing the difficult problem of reform, people in Hainan solve the problems by surmounting fear, actively creating their minds and adventurously exploring innovative. The present studies on forestry right problems left over by history are mostly from the perspective of theory to analyze the mechanism of diversified solutions, and the object of studies are primarily national and regional, which is insufficient of case study and practical exploration. There are few studies empirically analyzing the interaction between government and farmers in the process of solving the long-standing problems in forestry right system.The author began to be engaged in the work of collective forestry reform in July 2008. During the five year studies, he experienced investigations, researches and political papers, organized the implementation of a series of important meetings, and also witnessed the responsibility and achievement of Hainan to tackle the problems left over by history. Starting from a specific case, the paper analyzes the background, factors, types, policies, measures of the forestry right problems left over by history in Benli village, presenting the positive effect of interaction of reform between government and farmers. What’s more, the paper combines relative theory and practical exploration, which makes a beneficial exploration to achieve the liberation of forestry productivity, realizing the reform goal of benefiting farmers and protect ecological. On the basis of this, the author generally puts forward relevant policy implications to consolidate the reform achievement, such as to improve forestry support policies, to strengthen the construction of forestry comprehensive service center and plan for the forestry industry development. Through the implementation of specific measures, the author expected to provide some policy guidance to promote the development of forestry reform of Hainan and also nationwide area which has the similar situation as Hainan.
