The Research On Collective Forest Right System Reform And Effectiveness Evaluation Of Liu Yang City

Collective forest right system in China has gone through the land reform of theforest to the home, agricultural cooperation mountains entrance, the people’scommune collective ownership of reform and opening up forestry "three" stage,played a huge role in the advancement of China’s forestry development. But unclearproperty right, obscure responsibility and profit, and ineffective earnings, hasseriously hampered the development of China’s forestry and foresters income. Basedon this, in2003, China began a new round of collective forest right systemreform,Nowadays, this reform has gone through nearly a decade, the performance ofthe reform, the reform shortcomings, how to further deepen the reform is very worthyof study.As the forestry top ten cities and the National Forestry County, Liu yang’s reformin2007is a microcosm of the national forest right system reform, and the reform hasachieved good results, but there are some shortcomings. In this paper, on the basis ofdata analysis of collective forest right system reform of Liu yang City, from thegrowth of forest resources, foresters income, forest harmony and ecological protectionfour angles， analyze the performance of collective forest right system reform.Concluded that the long term reform of collective forest right in Liuyang City canpromote the growth of the forest resources, foresters’ income, and is conducive toecological protection and forest harmony. But after the reform of forest areas there arestill inadequate supporting policies, some farmers are short-sighted, forestryprofessional cooperative organizations are small, scattered and weak and ecologicalforest compensation mechanisms are inadequate. The government should regulate thetransfer of forest ownership, guide and support the forestry cooperative organizations,innovative forest protection and ecological compensation mechanism and promoteforestry better and faster development.
