Talents, who act as the most important economic and social resources attract high attention from all governments.Under such circumstance, all levels of governments begin to enhance the cultivation of talents in the countryside and establish as well as strengthen the mechanism of talent cultivation in order to favor local development.As far as it can be seen at present, it is essential to make and improve correspondent policies for talent rural cultivation so as to improve people’s quality in the countryside systematically and thoroughly and cultivate a large number of technics and skilled labour.Changsha in Hunan province is an area of instinct urban-rural dual structure with the coexisting of urban and rural areas. So, in the process of urbanization, it is particularly important in realizing urbanization and modernization to enhance the cultivation of rural talents.Therefore, it is necessary to study the establishment and cultivation of rural talents in order to build up sound and effective mechanism for rural talents and discover human resources in vast rural areas so as to provide strong intelligent support for new countryside under socialism circumstances.In this thesis, theoretical and practical research methods are combined together to do the research and the research follows the thought of recognizing the problem, analyzing it and solving it, aiming at how to solve the problem of talent cultivation in rural areas; bringing up ways to improve ideas and methods on rural talents cultivation so as to support new rural construction in our country.
