Due to the numerous involved staff and the great impact of major project, adverse events that affect personal safety, social stability and environmental governance seriously would happen if the risk evaluation is not in place, and unexpected events are initiated. In recent years, the social stability risk evaluation system of major projects traced in the right way. However, due to the weak risk awareness, exile risk knowledge and no risk evaluation standard, it is urgent to improve the scientific and normative of the social stability risk evaluation of major projects. However, there are so many categories of major projects so the separated research is needed, so different types of evaluation system and evaluation model should be established for different kind of major projects. As a typical of major projects, the importance of the coal project evaluation goes without saying, thus the importance of building a good social stability risk evaluation is more obvious. Based on the reasons above, in this paper, fuzzy comprehensive evaluation is used to evaluate the social stability risk of the coal project, key issues like establishment of evaluation system and evaluation model are researched. The social stability risk evaluation model of coal project that based on the fuzzy comprehensive evaluation and integrated weight method is established and risk source is founded, scientific basis for social stability risk evaluation for the coal project is provided.First of all, on the basis of relevant literature at domestic and foreign, the related theory of social stability risk was arranged, the scope and work processes of social stability risk evaluation was analyzed, weighted method and comprehensive evaluation method was selected. According to the research of relevant regulations issued by the country, and the implementation experience of the coal project social stability risk evaluation, the social stability risk evaluation model of coal project was constructed. To increase the usefulness of evaluation system, the index screening model was established, Suitable index was filtered out by calculating the entropy of each index, so a new evaluation system was constituted. Secondly, in terms of index weight, the entropy method and the expert scoring method was combined to calculate the index weight, the subjective factor of social stability risk evaluation was taken in to account, so the integrated weighting method was used to increase the objectivity of the index weight. Then the comprehensive evaluation model was established based on the weight of each index, the data obtained by survey was transferred into the level of risk, the result was get by the evaluation model and the maximum membership degree principle. Finally the model was verified by the actual data from a coal project, the risk source was picked out, and the risk prevention measures and solution was proposed for each period of coal project.By analyzing the basic theory, establishing the evaluation system and constructing the evaluation model, the Social stability risk evaluation of coal project was standardized and more scientific, a scientific basis for decision-makers in the future coal projects of social stability risk evaluation was provided, and guiding significance was given to the research and practical application in the future.
