With the development of OTT business and virtual telecom operators, the competition pattern in telecom has been changed. In the Internet Plus era, China Mobile how to improve organizational performance and how to avoid organizational inertia in strategic evolution has been a matter of concern. Scholars at home and abroad has been a deep study on organizational inertia, but the empirical study on impact factors of organizational inertia is hardly any.In this paper, through theoretical analysis, empirical analysis and case analysis method, based on the analysis of related theory in strategic evolution, organizational inertia, combined with exploratory interview, organizational inertia is come out. They are organizational structure, organizational culture, organizational staff, organizational resources and external environment. This thesis takes China Mobile as an example, investigating 16 companies and received 170 questionnaires. The statistical software SPSS 20.0 is applied for reliability analysis, exploratory factor analysis, regression analysis while the AMOS 22.0 is applied for confirmatory factor analysis. And conclusions are as follows:The five factors have a significant positive effect on organizational inertia. Besides, the organization size and age have distinct differences in organizational inertia.The bigger organizational personnel, the longer organization establishment, the stronger organizational inertia.The organizational inertia has a significant negative impact on organizational performance.In the end of paper, based on the empirical result, the article analyzes the three strategic transformation of China Mobile. According to the organizational inertia it shows in the strategic evolution, three suggestions are given: establishing ―small front+ large platform‖ organizational structure without many levels and centralized controls; cultivating innovative organizational culture; guiding staff self-management, innovating talent incentive mechanism.
