Held since the 18 th congress, the central government works out new deployments to the cadre evaluation, putting forward a series of new requirements. Accordingly, the People’s Bank of China notices clear requirements of perfecting the system of performance appraisal(PA)of leadership. Currently, the PA of the leadership of the central sub-branch of the PBC C institution mainly depends on annual appraisal, but it’s not scientific enough. To further optimize the PA system of central bank leadership at the central sub-branch level is an important topic of the C institution of the people’s bank of China to deepen the reform of the cadre and personnel system.Depending on the theories of human resource management, the paper tries to construct the theoretical and the system framework to optimize the PA of the leadership at the central sub-branch level of the PBC to build a static model, and to construct the PA system of leadership, which has strong theoretical and practical significance.As the leadership PA is specific and complex, it is difficult to build a complete index system for quantitative analysis; The key to the PA work is not for the conclusion of "good" or "bad", but for different structural judgments conclusion, thus putting forward corresponding opinion suggestion. In order to realize the optimization of the PA system, it is necessary to perfect the system and the supervision mechanism, to use the evaluation result properly and to establish a strict discipline.
