Research Into The Innovation Policies Of China’s New-energy Automobile Industry

In order to alleviate energy crisis and reduce environmental polution, but also to achieve breakthroughs in the upgrade of automobile industury, our government has listed the new-energy automobile industry as emerging strategic industries and supports it’s innovation hrough a variety of policy. However, due to the inadequate grasp of the industury’s innovation process and intervention mechanism, the effect of policy achieved is less than expected. In this context, this paper develops an overall research on the theoretical basis of the industry’s innovation process as well as policy interventions, and evalute the existing policy system on this basis.The reasonableness of innovative policy interventions is that to correct the disorder in market mechanisms. This article uses the theory of the innovation process, failure theory and some related innovation policies to build a four-stage model of China’s new energy automobile industry, namely the basic research stage, applied research stage,small-scale operational phase and stage of industrialization. It also constructed the "Phase- Failure- Incentive" Analysis Framework in industrial innovation and development, and pointed out that the development of innovative new energy automobile industry in each stage has different failures, therefore, we should adopt appropriate policies and measures to stimulate.As for the practice, in the above theoretical framework, this paper has collected the new-energy automobile industry innovation policies form 2001 to April 2015 through the database “pkulaw” etc. Using text analysis method, the paper cards and evaluates policy performance to make policy optimization.The main conclusions and innovation points of this paper are:(1) the development of new energy automobile industry performance and failures at different stages are of different mechanisms, therefore, we should adopt different policies;(2) The empirical analysis revealed the problems which exist in China’s current policy system, including the few types of policy tools, unreasonable timing of the introduction of policy tools, and the narrowness of the user of the policy. This paper has offered a suggestion.The study has important theoretical and practical significance.
