The Research On Aggregation Mode Of Innovation Elements To Enterprises In Different Phases Of Industry

Since the reform,productive capacity of enterprise and industrial scale in our country has obtained the sustainable development which is universally acknowledged.However,the technical level and innovative capability lagged far behind the requirement of economical development.Although "Made in China" is well-known,"Design in China" is not our character.Enterprises lack of innovative capability,and they seldom can take part in the international competition,which has become the focus of Chinese economical development. The main reason is the allocation of element which will affect innovation,and the different allocating way of elements will make different performance.In different phases of society, innovation elements distribute quite differently,and this difference is the reflection of different economy and culture,meanwhile,the change of distribution reflects the evolution process of National Innovation System(NIS).The 17^th Congress put forward a very important mission that our country should establish the technology innovation system in which main body is enterprises,the orientation is market and mode is industry-university-research linkage, and it should guide and support the innovation elements to congregate to the enterprises and promote the transformation of Sci-Tech to actual productivity.In the NIS,the collaborative mode of each innovative subject plays a key role in the allocation of innovation elements,in the process of congregation,the way and route should be taken measures which are efficient and operative.The process of NIS progressing is also the process of distribution of the innovation resource.In the different phase of industry,the usage and distribute of the innovation elements is also different and meanwhile,the transiting energy of the industry comes from difference of compared productivity made by technical progress and innovation.The knowledgeable innovation and technical progress is the core of the high-level and upgrading of industry and knowledgeable innovation is the fundamental resource of technical innovation which is the fundamental of the enterprise's competition.From the analysis of the property right characteristic,market demand and supply and co-operation mechanism of innovation elements in different phases of industry,this paper discusses the evolution process of NIS and proposes the role and the position of enterprises in different phases.The evolution process of NIS is also process of the allocation of national innovation resources.The role and distribution of innovation elements are different in different phases of industry and the force of the industrial structure conversion is mainly from the difference of comparative productivity which is by scientific and technological progress and innovation,and this difference is brought from the exclusive elements and system of a nation or a region.
