Since China’s economy has entered a new normal, the country put forward to optimize the industrial structure, build an innovative country, optimize the pattern of regional coordinated development, and comprehensively improve the level of opening up and so on. In this environment, Chinese timely put forward the "The Belt and Road" economic strategy. In the domestic economic growth gradually slowed, the weak economic growth environment, through the "The Belt and Road" cooperation mechanism to achieve win-win cooperation between countries, is conducive to open up new export markets, and to the economic structure, to solve the overcapacity has good effect in promoting the construction of infrastructure, emerging market countries and less developed countries still this lack of rail transportation equipment manufacturing industry will usher in a new development opportunity. At the same time, railway corporation reform and transformation of the impact of further deepening, rail transportation equipment industry production capacity excess outstanding problems, potential competitors to enter a strong desire, indicating that the future market competition is becoming more and more complex.Firstly the related literature of combing research, summarizes the recent decades at home and abroad of enterprise development strategy theory research and application state, and rail transportation equipment manufacturing enterprises in the development strategy of main strategic behavior and views. Then it analyzes the development status and trends of China’s rail transit equipment manufacturing industry, and discusses the necessity and urgency of the research on the development strategy of China’s rail transportation equipment manufacturing industry under the new national environment.Through the use of PEST analysis overall analysis on the external environment of Company A in the political, economic, social, technical factors, at the same time, it analyzes the company currently operating conditions, using the SWOT analysis concluded that the company was facing opportunities, challenges, advantages and disadvantages, by qualitative analysis of the factors which affect the development of Company A, and provides the basis for the strategic development plan of Company A, based on proposed company is a specialization lead, internationalization, diversification, lean management, information technology support the overall strategic thinking, and to develop a thorough security plans and guarantee measures.
