Under the current economic environment, industrial technology innovation capability is vital to enhance the competitiveness of a region or a country. Carbon fiber composite material is the most widely used composite, however, domestic industry started later than in Western countries, and the process of technological development was much slow. Therefore, domestic industrial technological innovation capacity is still lagging behind. This paper aims to research the technological innovation capacity of the carbon fiber composite industry. This article can be divided into four parts.Firstly,on the basis of the existing research, combined with the content and features of innovation, enterprise technology innovation capability and industrial technology innovation capability, we can know that there are so many research perspectives of industrial technology innovation ability currently, and each perspective has different emphases. We mainly discuss and analyze the perspectives including technological process, innovation systems and patent information.Secondly, in order to select the index system of this paper, we can find out that there are many problems such as subjectivity, lack of supporting data in the existing index system. There are many disadvantages such as including qualitative indicators and subjectivity in traditional index evaluation system.This paper introduces a set of existing domestic industrial technology innovation capability evaluation index system based on patent information. Using improved AHP(10/10-18/2 scale) for all indicators re-empowerment study.Thirdly, we analyze the technological scale and development trends, R&D focus, technical geographical distribution, R&D strength and other aspects of carbon fiber composites industry. Then select domestic three areas of carbon fiber composite materials industry as typical cases to research technology innovation ability. Through empirical research we can find out that, the industry technological ability of Jian gsu province is the most innovative, the technical innovation input and output indicators keep ahead in C hina, Beijing has the strongest innovation supporting ability, Liaoning province is the weakest. Also there are many problems in carbon fiber composite industrial technological innovation capability, such as inadequate investment, lack of independent innovation capability, inadequate innovative cooperation mechanisms, low rate of innovation market.Fourthly, and last, in order to solve the problems of carbon fiber composite industrial technological innovation capability, proposed countermeasures from innovation resources input, collaborative innovation system, R&D capabilities, innovations conversion rate and other aspects. so as to enhance the competitiveness of national industry.
