Designing and setting up an evaluation index system of regional low-carbon technologicalinnovation system capability is important for each region ,not only in the providing ofappropriate methods and strategies but also laying the foundation for the resource conserving andenvironmentally friendly society. In the environment of economic and social transformationperiod, it is really a long way to go for china on the issue of carbon dioxide emissions, especiallywith the strong progress of urbanization and unprecedented expansion industrialization that isundergoing in both urban and rural areas of china. Nowadays, China is in a grim situation thatthe carbon emissions of atmosphere over the United States ranks first in the world. So it isimperative for china to develop low-carbon economy by promoting economic development modefrom high energy consumption, high pollution, and high emissions to low levels, of whichtechnological innovation is the driving force and the core. Hence, the low-carbon technologicalinnovation determines the intensity of the development of low-carbon economy in China. At thesame time, it is also the inherent requirement of China’s economic and social transformation andupgrading of industrial structure. As the result, the current development of China’s low-carboneconomy is an urgent demand to build a set of evaluation index system which both reflects theeconomic and social development and accords with the regional low-carbon technologicalinnovation capability. However, the regional low-carbon technological innovation systemcapabilities in 31 provinces are significantly difference from each other due to the imbalance ofregional economic and social development. Therefore, the current problem that needs to besolved urgently is to formulate an evaluation index system of regional low-carbon technologicalinnovation system capability, which is used to evaluate the regional low-carbon technologicalinnovation system capability rationally and formulate improved measures of how to enhance theability of regional low-carbon technological innovation system in diversity regions.In this paper, the main purpose is to analyze the connotation and component of theregionallow-carbon technological innovation system capability according to the regional differences in China, and then explore China’s regional low-carbon technological innovation system capabilityon the aspect of the structure, empirical analysis and strategy design. Firstly, it makes summaryof primary related research literature on the following three theories: the regional technicalinnovation theory, the theory of regional innovation capability and the regional low-carboninnovation theory. Secondly, it formulates the connotation and component of the regionallow-carbon technological innovation system and the capability on the analysis of the modelstructure of the low-carbon technological innovation system. In view of firms’core position isthe subject of innovation, and considering the availability of data, the evaluation of low-carbontechnological innovation input capacity and output capacity are formulated by the low-carbontechnological innovation resource input and innovation achievements. The evaluation indicatorsof low-carbon technological innovation system support capacity are formulated according to theviews of government, enterprises, and research institutions and so on. Indicators of regionallow-carbon technological innovation system ability are construct by the multi-empirical analysisand Analytic Hierarchy Process. On the basis of this evaluation index system, and combiningwith related data about low-carbon, this dissertation measure the regional low-carbontechnological innovation system capabilities of 31 provinces in 2010, and provide a horizontalcomparison analysis on all of them. At the end of this dissertation, it puts forward thepossibilities of evaluating regional low-carbon innovation system capability among differentregions by studying on the path analysis of individual cases.The innovation of this dissertation is that construct regional low-carbon technologicalsystem capability evaluation index based on property empirical methods, and then actualmeasures low-carbon technological system capability of 31 provinces on three module: theregional low-carbon technological innovation system input capacity, the regional low-carbontechnological innovation system output capacity, and the regional low-carbon technologicalinnovation system support capacity. Furthermore, it obtained differences,advantages anddisadvantages of low-carbon technological innovation system capacity in different region byusing cluster analysis and comparative analysis, and provide a specific advises on policy.
