China is in a special period of rapid transition, the gap between the rich and the poor, the urban and rural development is out of line with the phenomenon of deepening the trend, the development of non sustainability and non stability more and more obvious. In the midst of this, great enabler of migrant workers is not only the economic and social development and economic and social development of the "short board", compared with what they pay for labor, the labor remuneration is more based on cheap labor, poor working and living environment, lack of medical and industrial injury insurance and other disadvantages in exchange for income. With the passage of time and health loss, the fate of migrant workers is more choice of returning home, and after the return of the basic production and living conditions are not satisfactory, a direct impact on the stability and prosperity of the rural society and the expansion of domestic demand. In this paper, the migrant workers as the main research object, to investigate the health status, family income and family consumption, analysis of the relationship between health risk and family consumption.First of all, through the review of the related theories of consumption, this paper analyzes the precautionary savings and liquidity constraints effect of health risk on household consumption, and the health insurance can alleviate the uncertainty risk of the family.Secondly, based on the survey data of four counties in Hubei, the impact of the health of migrant workers returning to their family consumption is analyzed. The empirical results show that the health status of migrant workers is worse than that of the labor force, and the impact of health risk on household consumption is significant.Finally, put forward the relevant policy recommendations:(1) to promote the re employment of migrant workers returning home, to ensure steady growth of income(2) overall planning for urban and rural social security system, smooth household consumption expenditure(3) to start the rural consumer credit, eliminate liquidity constraints.
