Since the concept of scientific development as the guiding ideology of the "Eleventh Five-Year Plan" implementation, co-ordination of regional development has become a strategic path to economic and social development of national and regional, regional development have transited into a new era that is coordinated and sustainable development. The practice of China’s regional development shows that, in the economic development, the coordination problems among population, resources, environment are difficult to solve within a single region, region by region ultimately unsustainable reflected on main functional orientation and practical capacity of the regional body does not match. However, at present the domestic research on regional sustainable development, rarely integrate regional body functions and regional main body action. The vulnerability offers a new perspective of the capacity for further refinement of regional sustainable development of space property. Because the nature of the fragile is the insufficient of human capacity to maintain the sustainability of living space capabilities, and through the cultivation of the body’s ability to adapt to the vulnerability of area, but also makes the area of sustainable development policies by the aid-dependent countries tilt steering with regional development ability, change from passive to active.From the perspective of sustainable development in the region, vulnerability can be seen as the display characteristics of the structure and function in the zone properties,but also the capacity to reflect the state of the body, which is the most effective concept of sustainable convergence zone function region of the body and overall development. The article is intended vulnerability as an entry, through its regional property transformation, to study its binding to the behavior of the regional body, and explore the adaptive process between feasible ability of the region body and region body functions, through the constraint effection of regional body possible behavioral specification set, to improve the human living space functional resiliency ability, expand vulnerability in regional development theory,meanwhile, achieve the ability expansion in the regional development theory.The article attempts to make the perspective of vulnerability, through the region properties to define vulnerability.Based on the practical ability and the vulnerability of the region to build a dynamic framework, in order to explore the regional function and analyse the viable mechanism between the ability of the region body and regional functional constraints, identify region capital constraints on feasible action set of the body, and analyse vulnerability from the regional sustainable capacity line of vulnerability 5 adaptability 5 sustainability !.Providing recommendations to the regional development.
