Land in the countryside is farmers' “silent”capital.How to activate land capital and promote the economic development in the countryside are the problems that require desperate solution.At present,the operation of rural land has restricted the process of industrialization of agricultural management of scale.Farmers and other agricultural managementor who lacking of collateral can not get loans from the bank.In order to solve the problem of farmers loans mortgage and accelerate the process of financial deepening rural land,mortgage financing of contracted land-use rights in countryside arises at the historic moment.The system is not only an important innovation for the land of socialism theory,and the index of improving farmers' happiness.It will satisfy the agricultural scale management capital requirements to achieve the effective and reasonable flow allocation of financial and promote the diversification of the agricultural economy development.Mortgage financing of contracted land-use rights in countryside is now a new system with unstrengthened theory basis and insufficient practicing,which is in need of further research.This article systematically reviews the present situation of that at home and abroad,as well as analyzes its concept.The article takes advantage of theories such as the theory of property right and the theory of credit guarantee to analyse its necessity and feasibility.It comprehensively analyses the main methods of every pilot distributions as well as the existing problems.Using the Spearman coorelation analysis and binary Logistic model analysis to obtain factors of farmers' willingness,and taking the example of HeNan province AnYang county,four factors are selected to carry out crosstab analysis and empirical analysis,including the characteristics of the householder,of the family,of the household farmland and the analysis of the external.It analyzes farmland mortgage mode abroad and enlightenment and put foward the solutions and suggestions in terms of consumating promotion mechanism,reinforcing risk management,optimizing mortagage financing environment.
