The Tibetan poverty problem has been being one of the most important subjects for national poverty alleviation and development, the fragility of environment, weak infrastructure, scattered settlement and poor human resources are the main reasons which have burdened cost of poverty reduction. The effectiveness of government pro-poor measures has been discounted in the poverty reduction and it appears quite necessary that we should analyzes the poverty reduction manifestation which has been conducted in existence measures.In the perspective of subject perception of poverty reduction effect, seven neighboring villages in Lhasa were investigated and the relationship between government work for handling poverty and the perception of poverty reduction effects were observed with the help of statistical analysis.The perception of villagers’ poverty reduction is shown its result in government existence measures as follow: The lowest income group of villagers was only sensitive to the satisfaction of government measures while the villagers who have been medium incomes were mainly affected by off-farm labor and social security. And those who have higher incomes were influenced by improvement of living standard and long-term investment.And then, from the perspective of education level and production mode, after having analyzed the relationship between government work for handling poverty and the perception of poverty reduction effects found that villager poverty reduction extent has been related to personal human resources and substantial wealth which can be invested in long-term plan. Thus it impressed the perception of poverty reduction effects but has nothing to do with the satisfaction for villagers to government measures.
