Villagers To Participate In The China Rural Poverty Reduction

Poverty is an economic phenomenon, but it is also a complex social and political issue. Our government has always been paying much attention to reduce rural poverty, and has made world-recognized achievements on poverty reduction since reforming and opening-up.However, the current situation of reducing rural poverty is still grim, such as the pressure of returning to poverty becomes large, impoverished population base increased, the pro-poor policies are low efficiency, the cost and difficulty of eliminating remained poor is large. In this paper, participatory poverty reduction as the starting point, the use of literature analysis, survey and other research methods, the introduction of citizen participation to frame theory construction, to explain the problems and their causes of China's rural poverty reduction in the public participation, and to seek countermeasures so as to supply references of build long-term mechanism for rural poverty reduction.First, by defining the relevant concepts and interpretating the theories, construct theoretical basis of this paper.Then clarify the three dimensions of citizenship in rural poverty, political participation, economic participation, management participation. Secondly, by doing integration, analysis and refinement on the date from the process of international access in typical regions, in order to descripe the overall problems of citizen participation in rural poverty reduction. Thirdly, with the subject, object, process, etc to reflect and summarize problems and reasons of citizen participation in rural poverty. Last but not least,as the focus of the perspective and policies of governance to propose the solutions:the government should gradually open up resources of poverty alleviation. To gradually achieve transparency in the process of poverty alleviation, and create opportunities for poor people to participate in the entire process of poverty reduction. By the civic awareness training, institutional participation and the main capacity building to enhance awareness and ability of citizen participation.
