The Research On The Governmental Role In Promoting The Expansion And Quality Improvement Of City In Yangjiang City

The work conference of Guangdong Province held in June 2014 put the urban “expansion and quality" as an important measure to promote the new urbanization. Guangdong Province put the urban “expansion and quality” as one of the "three handle" to promote the revitalization and development of the east, west north area in Guangdong Province. How to make the government play better role in the urban "expansion and quality", it has become an important issue facing all round the country. Especially the "expansion and quality" as a concept put forward from the government level, its essence is a main measure of new urbanization in the less developed regions, the aims of "expansion and quality" is to construct people-centered new urban, its objectives and tasks still follow the essential requirement and objective laws, that few research studied in this academia, this research helps enrich qualitative theory of urban "expansion and quality". Moreover, YangJiang City is a less developed city which is located in a developed province, studying the role of government in "expansion and quality" in this city, not only helps YangJiang deepen understanding the role of government,promoting the transformation of government’s functions and positioning, also helps similar areas absorb relevant experience.This article makes a distinction on the three concepts "urbanization", "new town" of "expansion and quality", clarifies its internal relations and differences, then in reference to the role of government in the new public management theory framework, takes methods such as field research, data collection, references and others, makes a comprehensive summary and analysis of the effect.on the role of YangJiang city government in "expansion and quality". YangJiang city government plays a leading role in all aspects of the process of promoting urban "expansion and quality", so YangJiang city’s expansion and quality" has made remarkable achievements, but also because of this, causing results like some of the areas(such as public service) that government should play a role has not been well governed, a series of problems of urban “expansion and quality" appear. Finally, in reference to the typical cases domestic and abroad, puts forward measures and recommendations of the role of government in optimizing of the" expansion and quality “in YangJiang.This paper argues that urban "expansion and quality" needs the correct guidance from the government, but also needs to give full play to the role of the market. A lot of experience from domestic and foreign governments of promoting the new urbanization, especially in terms of government function, urban planning, policy development, industry support and guidance and so on, it is worth learning. YangJiang city government needs to play better role of promoting urban "expansion and quality" in the range of responsibility, but the responsibility that belongs to the scope of the market should be fully respected with the laws of the market, not to interfere too much, in order to allow the market play a better role.
