Village Governance Under The Background Of Land Circulation: Economic Talents Capital And Peasant Household

Land circulation is the memorabilia of the current rural reform. Many villages have experiences or are experiencing land circulation. Land circulation accords with the call of national develop- scale agriculture and modern agriculture to a certain extent and is also a good plan to cope with large area of lands discontinue farming and let go out of cultivation. The third Plenary Session of the 17 th Central Committee and the third Plenary session of the 18 th Central Committee gradually abandoned land circulation and give farmers disposition and usufruct of land. Because there are clear legal policies of central and state, under the pressure of developing economy and based on the motivation of “official competition tournament”, local government positively attract investment to promote land circulation. Land circulation is accompanied by land renovation and capital to the countryside. Land managements needs the guidance of“able person”. Capital to the countryside needs capital into the village. After they entered the village, modern production and living ways are brought into the village corresponding, which changes village’s original political, economic and social structure.Then puts forwards new requirements to village governance.The paper makes a pure agricultural village in Nanbu country as a case, Economic talents, capital and peasant household that participant in village governance under the background of land circulation as research objects. Then it analyzes what impact has on the village governance.The paper through survey found that able person rely on their special “ability” to make them entered “leadership” of village. They are dedicated to change village style and features and the land is their the most important tool. Before and after the process of land circulation, they are gradually eroded the villages’ rights, which makes village governance developing in the direction of able person “separate” governance. Capital is overcritical suitable land and able person become their main assistants who entered the village. The concrete operation of capital can’t leave village, but its lawful rights positioning become the main obstacle to participant in village governance, which lead in the village governance relationship changed. It makes the cooperation relationship between village collective and villages gradually turning to the contradiction between the capital and the farmers. The farmers are the most important participant main body,but after land circulation, the able person and capital have form the pattern of “both strength” and make the villages’ autonomy which villages as the main body gradually get into trouble.The paper puts forward corresponding counter measures and suggestions to the new problems which appear in village governance. From the perspective of able person,it should improve the supervision systems and advance deliberative democracy implement in the process of village decision. From the dimension in the capital, it should regulate the unreasonable relationships which capital participate and spin off with two committees. Based on the level of farmers, it should be innovate ways to protect farmers’ economic benefits, innovate the ways and means of participating village affairs and guarantee rural public service construction. Then to promote village governance under the background of land circulation.Finally, the paper is proposed some thinking about village governance’s direction and difficult problem under the background of land circulation. They are including the construction of landless rural “village changed”.
