With the rising crisis of severe resource constraints and environmental pressures which results of traditional industrial structure and mode of economic development in Northwestern region, it is the right time to promote Culture and Tourism Industry for sustainable development and industrial structure adjusting, especially in the context of the new normal,the“silk-road economic belt”strategy and the.silk-road culture industry belt.Based on objective reality which including geographical proximity, cultural affinity, economic complementarity and the realistic questions which including economic backwardness, traditional thought of development, administrative barriers and man-made obstacles, it is necessary for the Northwestern region to develop Culture and Tourism Industry integrally.Defining the integral development of Culture and Tourism Industry in Northwestern region through dimensions of space,industry and subject, and combing present situation, extant question and origin analysis systematically, the paper puts forward the corresponding development routes on the base of macro perspective and multi-subject which includs the government, the enterprise and the social forces.The development routes are establishing a culture tourism destination which space is opened and transportation is convenient, system for integrated development of Culture and Tourism Industry and multi-subject which is correlated with each other, in order to provide the reference for the future development of Culture and Tourism Industry in Northwestern region, the optimization and upgrading of the industrial structure and social and economic transformation on the background of the development of the silk-road culture industry belt.
