In Shandong Province, "Twelfth Five-Year Plan", the Shandong provincial government proposed to reduce the 2015 GDP of the province’s carbon dioxide emissions per unit of area of 18% over 2010. To achieve these reductions, the first task is to dig Shandong carbon emissions driving factors of energy consumption and calculate the driving factors impact on carbon emissions, in order to develop emission reduction policies. Therefore this paper ’s research questions were identified, firstly what factors driving the growth of carbon emissions in Shandong Province, secondly how the carbon emissions reduction should follow a path. Around this questions, the paper firstly analyzes the status quo of carbon emissions and carbon emissions reduction measure in Shandong Province, we an conclude how severe the Shandong Province’s carbon emissions is, as well as the experience and the lack of emission reduction measures currently in existence. All those can be and the foundation for later in-depth study. Then the paper combine the actual carbon e missions in Shandong Province with the Kaya identity, and divide the drivers of carbon emissions in Shandong Province into economic development, industrial structure, energy intensity, energy consumption structure, the carbon emission factor, followedly use LMDI to calculate the contribution of carbon emissions of each driving factor for Shandong Province from 2000 to 2009. Use the result of the calculation, we find in addition to energy intensity, other carbon emissions driving factors play positive roles for the carbon emission. At the same time, in order to develop emissions path, we use horizontal analysis with a combination of longitudinal analysis of the impact of various factors driving factors of a comprehensive in-depth study. Finally we select the cost of reducing emissions, effective time, difficulty to imp lement as the basic dimensions, we reduceing the energy intensity takes precedence over optimizing the industrial structure, and optimizing the industrial structure takes preceence over adjustment of energy consumption structure, and then the paper illustrate the specific implementation in detail.
