Britain proposed the concept of "low-carbon economy" first since2003, research scholars from various countries of the world began to enter the active phase on carbon emissions driving factors.however, the vast majority of research stay in the international and national level which data is easy to collect, the different elements of the environment for regional provinces and municipalities is lack of research, therefore, the countermeasures about carbon reduction are always lack of pertinence. This article take the economically developed Zhejiang Province as the research object, extended on the basis of estimating of carbon emissions from driving factor Kaya identity, joined not easily related to previous literature, but there is an important driving effect to the GDP per capita, per unit of GDP scientific and technological activities funding ratio(RPG),per million cars with highway mileage(RPC) and other12factors, in order to capture the overall driving effect of the driving factor better at the same time, not consider the breakdown of the various departments any more, starting from energy inputs directly, use LMDI decomposition to calculated on carbon emissions driving factor’s driving effect of Zhejiang Province from the1995-2010five-year period. Moreover, this12factors would summarize decomposed into structural effects, traffic effects, Science and Technology effects, activity intensity effect and so on. Get the conclusion of different driving factor’s driving effect and reasons for the changes of each time period through analyze. Conclusion:(1) per capita of GDP is the biggest driving factor, the average driving rate reach22.41%.(2) Two factors of proportion of total emissions of carbon emissions of carbon dioxide(C12PC) and per million cars with highway mileage(RPC) on driving effect of carbon emissions present a special horizontal "S" type in the5-stage process, however.the factor of the urban population accounted for the population in Zhejiang Province(P2PP) is rendered as a "U" shape.(3) per unit of GDP scientific and technological activities funding ratio(RPG) has positive driving effect of carbon dioxide emissions in Zhejiang Province, the proportion of investment in science and technology for low-carbon technologies is not high, the degree of transformation and application of low-carbon technologies is not enough and so on.
