China’s construction industry accident casualties more than one thousand year, production safety situation is grim. Construction personnel is in direct contact with the accident is also the most serious casualties in the group, and the construction personnel to identify risk,aviod risk ability is different. This paper aims to safety evaluation system to use the scientific method to construct the construction personnel and empirical research.Firstly, the study analyzes the status quo at home and abroad about the safety of construction workers ability, points out the shortcomings of the present study. For lack of existing research, and thus the ability of the safety of construction workers were defined and based on this study of the meaning of the safety of construction workers the ability to explain the formation mechanism of the safety of construction workers capabilities.Learn from accidents caused by theory, research ability and cognitive behavioral theory identify elements of the safety of construction workers as well as the ability to influence factors, in-depth analysis of its mechanism of action, explore ways to achieve the ability to quantify the safety evaluation of the construction workers, building construction personnel evaluation system security capabilities.According to the established evaluation index system construction personnel security capabilities, combined with the actual project, the analysis of Fuzzy AHP ability to secure construction workers carried out the evaluation.
