As the global energy and climate problems have become increasingly severe, the industrial low-carbonization has become a trend. Industry is the main field of carbon emissions. With China gradually into the mid-term industrialization, China needs to upgrade its growth model and economic structure. Low-carbon policies are important factors in prompting companies for low carbon production, and will play an important role in the industrial low-carbonization process.Based on this, this research carried on the theory summary and logical deduction of low-carbonization policy. The policy sample of this research contains low-carbon policies of the central government and relevant ministries, from 1996 to 2012, accounting to 390 pieces. Energy, steel, non-ferrous metal, automobile and ship and light industry are all included. First of all, the author uses the method of content analysis to study the connotation of low-carbon policies of China, from policy system, low-carbon strategies and policy tools, and summarize the corresponding feature. Then the author uses the panel data model to study the overall effect of low-carbon policies, the industry characteristics of low-carbon policies and the threshold effect of low-carbon policies.The results show that energy-saving and emission-reduction are emphases of China’s low-carbon policies, and low-carbon policies have obvious effect on promoting the process of industrial low carbonization. Besides, low-carbon policies show obvious characteristics of the regulation. There is also a significant threshold effect, and the policy effects decreases with the increasing of policy efforts. In the future, on the one hand, China needs to keep the continuity of policies, on the other hand, China should accelerate the construction of carbon emissions market, allowing the market to play a more important role in the industrial low-carbonization.
