With increasing population and the updating consumption concept, Qinhuangdao has growing consumer demand for agricultural product as a good economic opening coastal city. The city’s agricultural products logistics is on a primary stage, which is uncoordinated with urban economic development and consumer demand. Building logistics distribution center of agricultural products in Qinhuangdao becomes an urgent problem to solve. This paper studied where to build the agricultural product logistics distribution center in Qinhuangdao City.Firstly this paper introduced the research background on multiple angles, including the economic condition, the market demand, and government policy and logistics status. Then we introduced the current research status of domestic and foreign scholars on such issues, the relevant theoretical research of agricultural products logistics and logistics distribution center. And they form a basic theoretical framework of this paper.Then, through the analysis of the relevant preferential policies, the traffic conditions and the present situation of the distribution market, this paper puts forward the necessity and urgency of the construction. The agricultural products demand of Qinhuangdao City in 2020 will be 142,000 tons according to the population forecasted by grey model and nutrition index. Refer to the a’s scale, the annual trading volume and total annual transactions of other cities, Qinhuangdao’s agricultural product logistics and distribution center should be 44,000m2 to ensure the practical value in the next five years. Considering the difference of each index, we coupled the analytic hierarchy process method(AHP) and TOPSIS method to objective location, which has some innovation on evaluation method. The second alternative site is the best location, and it is confirmed by its good traffic condition and available logistics infrastructure for the construction of agricultural products logistics and distribution center.Guided by the related theories of the agricultural product logistics distribution center, we investigated on the spot to expatiate the urgency and necessity of the logistics distribution center construction. We predicted the agricultural products demand of Qinhuangdao in 2020 by the relationship between the urban population and the agricultural products demand. It is a valuable reference and suggestion for the logistics distribution center’s scale. To choose an optimal site, we explored a location model with the TOPSIS coupled with hierarchical weights. Later we analyze its feasibility and applicability, and the result indicates it has certain guide to the reality.
