With the trend of liberalization and internationalization, good quality has become the basis for the enterprise to maintain the competitive advantage of product service. As a method of quality management which is advanced stage of people-oriented, total quality management(TQM) has been widely used in the enterprise. However, clash that between enterprises in the market gradually evolved into not only the competition of product or strategy, but also the cultural force behind the company’s own internal. Despite the claimed benefits from TQM implementation, there are numerous reports of problems in the process of implementing it. At home, some enterprises such as Haier, HUAWEI yielded notable results while others have little effect when implementing the TQM. It shows different results between companies due to their different internal environment. Therefore, it is of practical significance to study the influence of organizational culture on TQM.This study investigates the effects of the organizational culture on TQM by empirically examining the links between different culture types and different TQM practices. Firstly this paper summarized the relevant research about organization and TQM at home and abroad, clarified the existing research findings of the influence of organizational culture on the practice of quality management, such as organizational culture model to measure, a comprehensive quality management system elements and their mutual relations existing research. Drawing on the OCAI scale raised by Quinn and Cameron which based on the competitive values framework(CVF), the organization culture is classified as group culture, developmental culture, rational culture, hierarchical culture. On the other hand, the TQM is classified as top management support, customer relationship, supplier relationship, workforce management, quality information, product/service design, process management. Then, according to the characteristics of each type of organizational culture and its possible influence on some elements of TQM, 14 hypotheses are put forward to establish the theoretical model of organizational culture affecting total quality management. Through the empirical research method by adopted the data collected from the questionnaire survey conducted to domestic manufacturing industry enterprise quality management department staff, using exploratory factor analysis goodness of fit test the effect of the samples and the observed variables and latent variables with SPSS22.0. Finally, the paper inspected all research hypotheses by establishing structural equation model in AMOS23.0. Most of them is verified while a small part of them are rejected.The results of the study indicate that organizational culture has a significant impact on TQM practices. Specifically, rational culture is comparatively more beneficial to the practices of TQM comparatively; For most of the TQM practices, group culture have significant positive impact on them; Developmental culture has a positive impact on customer relationship and supplier relationship; Hierarchical culture has no significant positive effect on the TQM. In addition, it is further discussed that different quality management content is driven by different types of culture in the conclusion. Managers would be prudent to assess their company‘s current cultural values and develop necessary action plans and policies to create a supportive cultural environment to ensure that multiple TQM practices will be successfully implemented.
