In today’s world, the combination of different areas knowledge for the promotion of the advanced science and technology have become increasingly prominent, and innovation needed more rich knowledge and skills, the innovation process have become increasingly complexity, resource scarcity of company becomes more and more prominent, at the same time the innovation rely on enterprise exterior resources more and more strong. Enterprises, universities and research institutions are in different parts of technology innovation chain, the focus of innovation is different, through collaboration, the parties can break the conditions of their own resources, use of complementary advantages to realize technology innovation. In recent years, our country promoting industry-university-institute collaboration with great progress, cooperation results are achieved in some areas, but overall research practice, there are still lack of impetus to the cooperation and cooperation inefficiency. Existing literature has analyzed and summarized key factors impact on industry-university-institute cooperative performance from different perspectives of complementary resources, social network and organizational learning. However, existing research on cooperative performance efficiency problems inherent mechanism still lack systematic researching.As the link of motivation-behavior-performance chain, cooperative behavior is the direct action taken by the subject in order to get better performance. The mechanism of the effect of cooperative behavior on cooperative performance is worth to be further studied. Cooperative behavior are depend on cooperation motivation of subject, but also directly affects the performance of cooperation, so behavior factors have major significance on revealing the black box between starting point and ending point of the process of the building of industry-university-institute. Based on this, by constructing "motivation-behavior-performance" three-dimensional theoretical model of industry-university-institute discussed the effect of cooperative behavior on motivation-performance relationship, considering motivation difference of wo types of heterogeneity organization of enterprises and universities, studying cooperative behavior and performance of industry-university-institute from the point of matching relationship of subject motivation, trying to reveal the black box of industry-university-institute building process. The empirical result reveals that industry-university-institute matching relationship of subject motivation have positive effects to both cooperative behavior(resource inputs, communication, organizational decision) and performance, and resource inputs have no significant effect on cooperative performance while communication and organizational decision have strong effect on performance. Meanwhile, both communication and organizational decision play mediating role in the relationship between cooperative performance and subject motivation matching relationship of industry-university-institute.
