Manasi river basin is the largest oasis agricultural area in Xinjiang, which is important to the development of regional social economy. However, after years of development of soil and water resources,agricultural water share is huge increasing, agriculture has seriously drained water resources away from the industrial water,domestic water and ecological water use.Especially in recent years, the accelerated development of industrialization and urbanization, water supply pressure are increasing and ecological problems are more prominent. In addition, the local government and the Corps in the river basin are staggered, the main body of the multi benefit is coexistence, the water use contradiction and coordination is difficult, and the comprehensive development, efficient utilization and scientific management of the basin have been seriously hindered. Under the restriction of technology, how to innovate and improve the economic benefits of all parties and,at the same time, continuously improve the efficiency of water resources allocation through the innovation of water management mode and the construction of the resource property right system has become a new research topic in the present stage.Based on the correlation analysis method of the new institutional economics, the management mode of agricultural water resources in the basin has been analysised from the perspective of the deregulation of water resources property rights. This article is mainly divided into three parts:(1) the first part includes the first chapter and the second chapter, the related background, significance, research status, method and theory analysis framework were introduced.(2) the second part includes the third chapter and the fourth chapter, agricultural water management system changes and three main agricultural water rights management mode had been studied which based on the previously established analytical framework from the perspective of the deregulation of water resources property rights. In the study of the change of agricultural water right management system in the basin, the author analyzes the government deregulation of the agricultural water rights, and studies the market entry space of agricultural water rights;in the study of agricultural water management patterns, the centralized management mode, community management mode and market management mode were case studied,and the modes are estimated by Pareto improvement and Nash equilibrium.(3) the third part includes chapter five and chapter six, in this part the modes of the agricultural management of water resources are optimized which based on the previous analysis results;at last, the summation and introspection are made according to the paper and puts forward the corresponding suggestions.The main conclusions of this paper are as follows:(1) The direction of the water resources property rights management toward the deregulation of property rights.(2) The mode of farm water resources centralized management under the system of corps does not meet the Pareto improvement and Nash equilibrium, but due to the intervention of third party external force and advantage of scale, this kind of management pattern also has the stability;community management mode can meet the standard of Pareto improvement,in the short term it also meet Nash equilibrium;but, in a long run,because of the limit of the organization’s ability and the lack of funds lead to unsustainable development of itself;the market management mode can meet the standard of Pareto improvement,in the short term it can meet the Nash equilibrium,but in the long run the unstable factors are still exist.(3) The degree of agricultural water rights deregulation is gradually strengthened in the modes of centralized management mode, the management mode of the community and the market management mode.(4) Water rights market focus changed gradually,and the main transaction subject of the fourth level has characteristics of complete marketing theoretically.
