Telematics Business entered into China in year 2009 with the sign that GM and Toyota explored their mature Telematics products on the motherland, OnStar and G-Book, into Chinese market. Based on Chinese government’s related strategies of “Intelligent Transportation” and “The Twelfth Five-year Program”, lots of domestic enterprises joined Telematics industry.Up till now, Telematics Business had been operated for four years in China. The operation result is not so effective according to the observation of forerunners, OnStar and G-Book. Both of them encountered deficit. The situation has its deep cause in such a Blue Ocean market with favorable policies and aligning with Information Economics trend. How to seek breakthrough and development by business mode innovation in such an environment is the key issue this article focus on.The author starts from the research of car owners’ needs and gets the real ones in their driving periods. Then, the author brings out basic concept of Telematics, describes development situation at home and abroad, and interprets the formation of domestic industry chain and competitive situation of the business. So as to dig out the key issue of current domestic Telematics market, that is the gap between service price and clients’ perceived value. Thirdly, according to the theories of business mode and depending on the analyzing of current main Telematics business mode, the author raises the innovative Telematics business mode as a role of independent TSP, that is, multisided platform business mode which is free of charge. And at last, the author evaluates the innovative mode and certifies its feasibilities.
