The improvement of urban public rental housing system is the necessary measure to ensure the right of housing for middle and low income groups and the social fairness and justice. With the rapid increase of the construction scale, the public rental housing system in most of cities in China has entered into a new era combining construction, operation and management. In this context, the sustainable and healthy development of the whole system has become the new problems to research and resolve.By analyzing the essence of the public rental housing, this article aims to build a system with cores of the assets operation and community management of the public rental housing. By learning from the positive experiences of operating and managing the indemnificatory housing in advanced countries and areas, this article aims to discovery and fulfill the proper value of public rental housing with the help of market mechanism and lead these assets into a virtuous circle. Meanwhile, this article aims to make a harmony and well-ordered community by complying with the principle of people oriented. Chongqing is the research sample of this article, especially in the innovations of assets operation and community management. In the aspect of assets operation, this article suggests different modes including shared property rights plan, investment fund, asset backed securitization and public-private partnership(PPP). In the aspect of community management, this article suggests making full use of social organizations and adopting detailed and intelligent measures to improve the governance of public rental housing communities.
