Public rental housing is one of the most significant subjects of improving people’s lining condition. Public rental housing and low-rent housing are now combined together, that means new methods of managing the operation of public rental housing must be carried out, which will be new challenge for public rental housing management. Hence studying the supply and operation management is the key to the sustainable development of public rental housing. This paper taking Beijing for example looks into the new methods above.This paper first analyzes the role public rental housing plays in China, consults academic achievements native and abroad, and concludes foreign experience in public rental housing supply and management. Based on the current situation of public rental housing in Beijing, by comparing the formal entity renting supply-mode and the monetary subsiding supply-mode, this paper points out many problems in entity renting method. Then according to investigation results, this paper raises problems in operation management.In terms of supply, based on the data from an investigation in Haidian district, people’s demand and attitudes towards public rental housing are acquired, and comes the conclusion that monetary subsiding should be the main method of public rental housing supply, and some suggestions along, such as to implement a differentiation strategy and to loosen the limit on family register in public rental housing supply. As to the innovation in operation management of public rental housing, this paper stands for the main method that the marked-oriented principal should be followed; on the other hand, property management should be specialized, property rights should be given to renting families, and social housing management should be networked by different departments and companies. Finally, this paper proposed a series of complementary measures for the operation management, such as specialized management agencies should be established, the sharing and conduction of information between the government, firms and households should be encouraged, and an independent informational system should be constructed to manage the information of public rental housing.
